Roles of participants

Ministry of Justice

  • Establishes mid-to-long-term policies related to e-B/L implementation
  • Mediates roles among government agencies
  • Designates and manages e-B/L registration authorities

Carrier

  • Enters into a contract with an e-B/L registration authority
  • Issues and changes e-B/L's, electronically notifies delivery of goods and redemption details

Trade Business

  • Enters into a contract with an e-B/L registration authority
  • Receives e-B/L's and acquires ownership of the e-B/L's
  • Subject of electronic distribution of B/L such as transfer and attachment of e-negotiation

e-B/L registration agency (KTNET)

  • e-B/L registration agency assigned by the Ministry of Justice
  • Establishes and operates related facilities according to the 3rd Clause of Article 4 of the Commercial Law
  • Connects e-B/L users and provides technical support
  • Operates an e-B/L service portal (www.eblkorea.or.kr)
  • Issues and archives e-B/L's both electronically and conventionally (i.e. as when paper documents need to be produced and stored)
  • Provides all the infrastructure and service support necessary for electronic distribution and management of e-B/L's including issuance, changes, transfers, delivery, redemption, and attachments of e-negotiation.
  • Fulfills the agreements between e-B/L service users.

  • Establishes and operates a system linked to the purchase of e-B/L's
  • Prints and sends overseas the original e-B/L attached to the e-negotiation
